The Bd. at present consists of the P.C.M.O. (Chairman), the Capt. Supt. of Police (ex-officio), the Director of Public Works, the Registrar General, the Medical Officer of Health, Mr. J. H. Stewart-Liberty (unofficial) and the Secretary - who is paid $3,600 a year.
It is rather a makeshift constitution; and although the presence of the Principal (Army) Medical officer might infringe it, I think the C.R.E. would be of little use.
The Bd. has a large staff of inspectors, etc. (There are 136 men in the Sanitary Dept., for the M.O.H. and Secretary to the Bd.)
I propose to refer to the despatch on 22189/96 and 25904/96, and send out copy of this letter and first enclosure, and that in considering the question of what further measures should be taken to improve the sanitary condition of the Colony, they should also report fully as to the advisability of making the Sanitary Board a permanent body, or of remodelling it, or doing away with it altogether - adding that there does not, on the face of it, appear any good reason for the latter course.
And if the Bd. is retained, of adding one or both of the military officers suggested.
I think that there should be some attempt at representation of the community on the Board.
